We are looking for a Project Procurement Manager to oversee the procurement of services, equipment, and materials for offshore energy projects, ensuring all activities align with budget constraints, quality standards, and delivery schedules.

Tasks & responsibilities:
- Establish a project procurement plan as well as a comprehensive project resource and mobilisation plan.
- Attend all progress meetings and review and approve purchase requisitions.
- Investigate market opportunities to consolidate corporate material/equipment requirements and coordinate with subsidiaries.
- Compile a project bidders list from databases of client lists.
- Manage purchasing package documentation PRs, RFQs, etc.
- Ensure that the entire team understands and enforces all relevant QA. HSE, project, and corporate procedures related to procurement activities.
- Define RFQ packages and assign Project Buyers, monitor progress, forecast and deliveries.
- Manage and resolve contractual issues.
- If required function as Project Buyer for major equipment packages deemed "critical" or "high value".
- Provide a section for the final project report issuing procurement and vendor assessments upon completion of the project.
- Oversee set-up and maintenance of the procurement database.
Requirements Project Procurement Manager
- Bachelor's or Master's degree in a relevant field of Engineering or Business Administration.
- 8 years of experience as a Procurement Manager within an oil & gas or EPC company,
- Experience as and with Team Lead, Management or Supervisor.
- Broad and deep procurement experience in the marine, petrochemical or offshore industry.
- Must be willing to travel as the position may require it.
- Fluent in English, both verbally and in writing. Additional proficiency in Dutch and/or German is highly desirable.
- Effective communication and negotiation skills.
- You can manage multiple projects and priorities simultaneously.
